It depends on your point of view I guess.

Going by dictionary definitions of masturbation it is:
Excitation of one's own or another's genital organs, usually to orgasm, by manual contact or means other than sexual intercourse.
Unless you count the Websters version which is:
Onanism; self-pollution.
So, just going by the dictionary meaning the answer would be no. Unless you are whipping your junk that is.

The etymology of masturbation is manus(Hand)+stuprare(Defile). By that it is possible that it could be considered masturbation.

But I think the important question is the mental state behind the act. Is it being done for sexual pleasure? If so, then I would say yes.
