Is it that the potatoes desire amnesty from the atrocities caused by catsup, or that the catsup needs amnesty from what those potatoes will do to them once they get their hands on it?

Definitely the potatoes wanting amnesty. Though I could see the latter, what with potatoes having eyes and therefore being able to ID the offending catsup bottle...
